Are you a ‘trader at exit’ with cargo arriving at your terminal? Then, according to the European Export Control System (ECS), you are obliged to notify customs at the port of exit. It was agreed in Antwerp that the terminal operator assumes the role of 'trader at exit'.

How does it work?

As declarant, or his intermediary, you send the data electronically via e-Desk or you enter it manually in the web application. This involves the following data:

  • Container number
  • MRN number(s)
  • Type of declaration
  • Office of exit
  • Terminal operator (if known)

In addition, an intermediary can also send the data directly to the terminal operator via a COPINO or IFTSTA notification.

As soon as the goods physically arrive at the terminal, as terminal operator you check if there is a match with a (container) number in the e-Desk database. If this is correct, you send an arrival notification to customs.

What are the benefits?

  • Simpler customs process
  • Transparency: you always have insight into the customs status of exports.
  • More efficient: the declarant can check an arrival notification and customs sends an exit notification directly to the declarant.
