How does it work?
Each Member State has a National Competent Authority (NCA). These communicate with SafeSeaNet via XML messages. LCAs (Local Competent Authority), such as the Antwerp-Bruges Port Authority, also communicate in the same way via XML messages on the Central Broker System (CBS). In doing so, the LCA reports on:
- General shipping and voyage information
- Which ships are carrying dangerous or polluting goods
- In case of incidents: detailed information can be requested via an electronic request. APICS automatically generates a complete overview of all cargo information, including stowage positions, based on dangerous goods notifications from shipping agents and freight forwarders.
