Market Consultation on the Strategic Implementation of additional container capacity Antwerp

Based on an extensive preliminary process, collaborations, market studies, and internal analyses, Port of Antwerp-Bruges has developed a vision for the optimal use of the new container capacity. Today, we present this vision to the market with the aim of reaching agreements with parties that are best positioned to fulfill the future ambitions of Port of Antwerp-Bruges in the container segment.

Port of Antwerp-Bruges is taking the next important step in the realization of the ECA, by presenting these visions to the market and by investigating whether there are equivalent and alternative overall solutions for the allocation of additional container capacity, in line with all preconditions and objectives of the complex project. The general interest of the port must always be kept in mind, as well as strengthening and safeguarding POAB’s strategic position.

These visions are made concrete in a base case scenario, which assumes, market-conform compensation for the capacity lost due to the configuration of the ECA and, in addition, the allocation of new container handling capacity to the existing tidal container terminals. The proposed solution guarantees growth for all terminal operators and maintains a level playing field for all shipping companies active on the platform, which are decisive in attracting demand and, therefore, additional volumes.

Waarom is extra containercapaciteit nodig?

Waarom investering in Antwerpen terwijl ook elders wordt geïnvesteerd?

De containertrafiek in Antwerpen groeit al decennia, prognoses worden telkens bevestigd, en, ook nu blijven de internationale prognoses tonen dat een blijvende stijging te verwachten is. Zonder bijkomende capaciteit verliest de haven haar concurrentiepositie en verschuiven volumes naar buitenlandse havens. Het ECA project is een project dat capaciteit voorziet om toekomstige groei op te vangen. Korte termijnschokken, zoals veranderingen in importtarieven of geopolitieke gebeurtenissen, worden in een langetermijnperspectief uitgevlakt.

Waarom wordt nu al het commercieel traject opgestart?

Gezien de omvang van het project en de investeringskost is het belangrijk om voor aanvang van het project al een engagement van de toekomstige partijen te bekomen.  Om de ontwikkeling van de terminal, en dus de toekomstige inkomststromen, zo snel mogelijk te laten aansluiten op de realisatie van de nieuwe terreinen is een tijdige betrokkenheid van de toekomstige concessionarissen noodzakelijk.

Waarom wordt een markttoetsing proces gevolgd?

Port of Antwerp-Bruges heeft na uitgebreide interne en externe analyses een visie uitgewerkt hoe de bijkomende containerbehandelingscapaciteit optimaal kan worden ingezet om het algemeen havenbelang te vrijwaren en de strategische positie van Port of Antwerp-Bruges hierin verder te versterken. 

Is het base case scenario definitief?

Nee. Het is een onderbouwd referentiescenario dat via een open markttoetsing wordt afgewogen tegenover eventuele gelijkwaardige alternatieven. Deze gelijkwaardige alternatieven moeten wel uitgaan van het algemeen havenbelang in zijn globale perspectief.

Wie betaalt dit project?

ECA is een publiek project gefinancierd door Vlaanderen, MLSO en Port of Antwerp-Bruges. Terminaloperatoren investeren zelf in hun terminals en moeten commerciële engagementen aangaan om publieke investeringen te verantwoorden.
